American Portable Telecom Rezoning & CUP <br />February 18, 1997 <br />Page 3 <br /> <br />The applicant has shown how this location will fit in with their plans for PCS <br />coverage for this area. APT provided documentation showing that the most <br />financially efficient method to accomplish APT's immediate need is to <br />construct a tower at the proposed location constraints. They also looked at co- <br />locating on the AT&T tower approximately one mile to the south and the <br />towers on County Road 33. APT's conclusion was in order to accomplish their <br />coverage needs they would need to co-locate at both sites. By co-locating at <br />both sites APT's initial capital costs would be greater than they want to <br />incur. Furthermore, the existing towers at County Road 33 have not been <br />constructed to support co-location. <br /> <br />Conditional Use Permit <br /> <br />The application was compared to the performance standards relating to the <br />Antenna Overlay District. <br /> <br />1. The applicant showed that there was no danger of the pole collapsing on to <br />adjacent property. <br /> <br />2. There is only one tower proposed for this lot and the lot exceeds the one <br />acre minimum lot size requirement. <br /> <br />3. The height of the tower is 165 feet and does not exceed the 240 foot <br />maximum height allowed in the zoning code. <br /> <br />4. No portion of the tower, support or related equipment extends across any <br />right-of-way, property line, public street or sidewalk; the pole and equipment <br />buildings comply with the setback requirements. <br /> <br />5. The tower will be designed to comply with the Uniform Building Code and <br />local electrical regulations. <br /> <br />6. The applicant is proposing an 8 foot high chainlink fence with a locked <br />gate to discourage climbing. <br /> <br />7. Given the fact that there is very little that can be done to mitigate the <br />visual impact of a 165 foot antenna tower, the applicant has attempted to <br />reduce the impact on nearby properties with the design and color of the <br />tower, by placing the tower to the rear of the existing building and locating <br />on an industrial site. There is no lighting proposed for the tower and the <br />limited traffic associated with maintenance of the site will not have an <br />impact on the area. <br /> <br />s:XplanningXscottXcu9626cc.doc <br /> <br /> <br />
