American Portable Telecom Rezoning & CUP <br />February 18, 1997 <br />Page 2 <br />Background <br /> <br />American Portable Telecom is proposing to lease an area approximately 50' <br />by 50' in order to construct a 165 foot tall self supporting mono pole PCS <br />tower on which they will mount 9 directional antennas. <br /> <br />The adjacent land uses include single family residential, undeveloped <br />residentially zoned land and industrial zoned property that contains a single <br />family home. <br /> <br />The proposed tower location is the east side or rear of the existing building. <br />The area to be leased is level and contains a 16 inch diameter oak. Access to <br />the tower will be via an existing blacktop driveway. <br /> <br />In order to proceed with their proposal, the applicant has to request a <br />rezoning to Antenna Overlay District (AT) and the actual tower is subject to <br />a conditional use permit. <br /> <br />Overview <br />Rezoning <br /> <br />In order to construct the proposed tower and antennas, a rezoning of the <br />property to AT is required. This overlay district was established to manage <br />the proliferation of antenna towers and to insure their proper placement <br />regarding health, safety and welfare of the community. This overlay district <br />does not change the underlying I1 zoning district, all the uses allowed and <br />the dimensional regulations in the I1 zoning district will continue to be <br />allowed on land zoned AT. <br /> <br />In considering a rezoning request of this nature, consideration should be <br />given to the existing conditions within the area directly and indirectly <br />affected by the proposed rezoning as well as the compatibility with <br />surrounding land uses. <br /> <br />The rezoning request should not adversely impact and would be compatible <br />with the zoning and current use of the property which is under consideration <br />for rezoning. However, because of the required height of the tower (165 feet) <br />the visual impact on the nearby residential areas will be difficult if not <br />impossible to mitigate entirely. To address the issue of compatibility and the <br />visual impact on adjacent residential properties, the tower will be a mono <br />pole construction and painted a color that will blend in with the background. <br /> <br />s:XplanningXscott\cu9626cc.doc <br /> <br /> <br />
