'ity of iver FROM: DATE: SUBJECT: MEMORANDUM Mayor & City Council Pat Klaers, City Administra~7/ February 18, 1997 Handicap Parking in the Downtown Area Street/Park Superintendent Phil Hals has recently received a number of requests for adequate handicap parking stalls on the south side of Main Street in the downtown area. There are currently two handicap stalls on the north side of Main Street just east and west of Jackson Avenue. At this time Phil is suggesting that four parking stalls be removed on the south side of Main Street to accommodate three handicap accessible stalls for handicap vans. The four parking stalls being suggested are in front of the EDA site and this will allow individuals easy access to the stores on the south side of Main Street. An added benefit to the handicap parking at this location would be the installation of a crosswalk on Main Street just east of Jackson Avenue. Currently there is no crosswalk at this location as there are cars parked on the south side of Main Street and no curb cut in this area. Please see the attached memo and map from Phil Hals on this topic. Since this request has come forward, Councilmember Daryl Thompson has also advised me that he has had some inquiries regarding handicapped parking on Jackson Avenue. The creation of a handicap stall on Jackson Avenue down by the former Snyder's building may be the easiest and safest location if one is to be installed. If this happens, we could eliminate the parallel parking handicap accessible stall on Main Street that is just east of Jackson. A handicap stall by Kemper Drug may be difficult to get in and out of due to cars coming from the highway intersection. Additionally, if needed, the city could add a handicap stall in the Jackson Square parking lot.
