State if your project is identified in, or is consistent with statewide, regional, or local plans which have been <br />adopted by federal, state, regional, or local agencies. <br /> <br />MnDOT State Bicycle Plan includes routes along TH 10 and TH 169 in Elk River. <br />Space limitations are a concern on TH 10 through downtown Elk River. <br />The proposed project would provide safe crossing of TH 169, and would be tied into a route <br />parallel to TH 10 through downtown Elk River. <br />It has been recommended by the State that alternate routes be provided to TH 10 through <br />downtown Elk River. <br />The State plan notes that an alternate route east-west through Elk River would provide a <br />satisfactory route. A pedestrian bridge would enhance an east-west route through Elk River. <br />The project is consistent with Elk River's existing Park Plan, which provides for expanded <br />pedestrian corridors. <br /> <br />2. Describe how your project completes a larger project, concept, or plan. <br /> <br />Major improvement in City trail/bicycle path program. <br />Provides safe, grade-separated crossing of TH 169. <br />Provides connection of residential area on east side to business/commercial area on west side. <br />Proposed project would be an enhancement to safety, both pedestrian and vehicle, along TH <br />169. <br />The proposed pedestrian bridge would become part of the pedestrian corridors included in the <br />City of Elk River's existing Park Plan. <br /> <br />o <br /> <br />Explain the degree to which a project addresses issues/needs in one, two, or three of the three groupings <br />established for Minnesota's process. <br /> <br />Proposed project would encourage and facilitate pedestrian and/or bicycle transportation by <br />providing a safe grade-separated crossing of TH 169. <br />Proposed project would enable increased pedestrian and bicycle movement from residential <br />areas to business, commercial, and school areas. <br />A safe, non-grade crossing will encourage pedestrian/bicycle traffic, and reduce short car trips <br />between the residential area on the east, and the commercial and school area on the west. <br /> <br />4. Explain if your project demonstrates more than a local impact or benefit. <br /> <br />Proposed project would provide for regional enhancement by providing safe crossing of TH <br />169 that is connected to pedestrian/bicycle route paralleling TH 10, which has insufficient area <br />for pedestrian/bicycle traffic. <br />Through its connection with the local pedestrian/bicycle trails, the pedestrian bridge will <br />become part of a larger, regional trail system which includes a north/south railroad corridor <br />extending outside the city limits. The City has purchased this corridor with plans for <br />converting it into a pedestrian/bicycle trail. <br /> <br />5. Please describe adjacent land use and the relationship to the proposed project. <br /> <br />The east side of TH 169 is primarily a residential area. The west side of TH 169 is occupied <br />by commercial activities, businesses, and schools. <br />The proposed project will provide safe crossing for access to commercial, business, and school <br />areas from the residential area. <br /> <br />230/347-1304.jan <br /> <br /> <br />
