1. Please explain why your project is eligible to receive Enhancement funds as def'med in the 1991 Intermodal <br /> Surface Transportation Efficiency Act (ISTEA). <br /> <br />The proposed project consisting of constructing a pedestrian overpass across Trunk Highway 169 and <br />adjacent pedestrian paths is eligible to receive Enhancement funds as it falls under the "Pedestrian and <br />Bicycle Facilities" grouping and the entire project cost is comprised of activities included within <br />ISTEA activity number one, "Provision of facilities for pedestrians and bicycles.' <br /> <br />Please list the total estimated cost of your project which is eligible for federal funding. Projects must have <br />minimum estimated cost of at least $100,000 to be eligible. <br /> <br />The total estimated project cost is $707,760. Of this amount, $492,000 has been estimated as being <br />eligible for federal funding. <br /> <br />Describe the source and amount of your project's assured local (non federal funds) match. Local matches <br />must be at least 20 percent of the estimated total cost of the proposed project. A local match in excess of <br />the minimum 20 percent requirement is permissible, provided that the minimum federal request is at least <br />$50,000. <br /> <br />The local match of 20 percent of the total estimated project cost is proposed to be funded through the <br />use of Minnesota State Aid funds available to the City of Elk River. <br /> <br />Provide assurance of operating and maintaining the property and facility for the useful life of the <br />improvement. The use of any right-of-way acquired cannot be changed without prior approval from the <br />Minnesota Department of Transportation and the Federal Highway Administration. <br /> <br />Please fred attached a letter of assurance that the proposed facility is to be owned and maintained by <br />the City of Elk River for the useful life of the facility. <br /> <br />o <br /> <br />IndiCate the project sponsor: 1) townships, 2) cities, 3) counties, 4) state agencies, or 5) Indian Tribal <br />Governments. <br /> <br />The project sponsor is the City of Elk River, Minnesota. <br /> <br />6. Describe how your project has a demonstrated relationship to transportation. <br /> <br />The proposed project will enhance the safety of pedestrian movements across Trunk Highway 169 by <br />providing a grade separated crossing. Vehicle movement along this corridor will also be enhanced <br />by reducing pedestrian and vehicle conflict points. <br /> <br />Explain any details of your project that may be considered mitigation of a transportation project.
