installation of bleachers. As noted in my last update to the City Council on <br />1/6/97, the bleacher installers were not Union members and there was a <br />threat from the Union Business Agent of a banner on the project and a work <br />stoppage if the bleachers continued to be installed. As I understand the <br />situation we basically had two options...either we could have the bleachers <br />installed and no ice, as the ice people were Union employees and they would <br />walk off the project; or we could have the ice installed and no bleachers until <br />a later date. This was a very strong Union project and if the project would <br />have been bannered, there is no guarantees that any Union employees would <br />have walked through a separate gate that would have been installed on the <br />site after notification was sent to all subcontractors. It is our belief that if we <br />would have had the bleachers installed as scheduled after the dasher boards <br />were installed, we would not have ice on the new rink until somewhere <br />around the 20th of January. I have asked Pat Barnett to come to this meeting <br />so that he can answer questions from the Council on how the project went <br />overall and, specifically, the status of this latest issue surrounding the <br />bleachers. <br /> <br />Additionally, it should be noted that the arena has received a temporary <br />occupancy permit from the Building Official for use of the skating rink, but <br />the arena has not been finaled or received approval from all state inspectors. <br />It is hopeful that all of the tests can be successfully completed and a final <br />occupancy permit can be obtained by Tuesday. <br /> <br />With any construction project that is attaching a new facility to an existing <br />one, there are problems with matching the buildings. One of the latest issues <br />that needs to be addressed has to do with snow removal on a part of the new <br />roof. At this time, this issue has not been resolved, but is being worked on <br />and will be a major discussion item at our Wednesday, 2 p.m., construction <br />meeting. <br /> <br />Regarding the status of the budget, there has not been any real change. We <br />are still far from knowing the final status of the Contingency Fund, but it is <br />pretty clear according to our latest estimates that there will not be any excess <br />monies available. I have been advised by School Board President Jeff <br />Gongoll that the School District is strongly considering a contribution to the <br />public address system. This public address system was the big topic of <br />discussion during at the last update on 1/6/97 and we are now moving <br />forward with the renting of a public address system. The cost of this rental is <br />less than $300 per month and we will rent this system through the end of the <br />hockey season. <br /> <br />\\elkriverXsys\shrdoc\council\icearna.doc <br /> <br /> <br />
