Mayor and City Council / CU 03-15 <br />July 21, 2003 <br />Page 3 <br /> <br />Delivery of lumber usually occurs early in the week via a flat-bed semi truck which is then <br />unloaded in the outdoor storage yard. The proposed business will have two 24-foot flat bed <br />trucks, one single axle and the other a tandem axle. These trucks will then deliver lumber to <br />its customers. These two tracks will be stored in the existing building. <br /> <br />The outdoor storage area is a mix of class-5, concrete and asphalt that is approximately 8- <br />feet lower than Cleveland Street. <br /> <br />The building will have to meet all applicable building and fire codes. <br /> <br />Landscaping <br /> <br />The total number of trees required by the ordinance is 32 and the proposed ske plan shows <br />33 trees. There is a small berm between Cleveland Street and the lowered outdoor storage <br />area and this provides some screening of the yard. The ske plan shows a proposed 6-foot <br />high chain link fence around the north, east and south perimeters of the outdoor storage <br />yard. Staff recommends that the fence have the opaque slats placed in it to help further <br />screen the property. Trees should be placed on the outside of the fencing. <br /> <br />Parking and Circulation <br /> <br />Based on the square footage of the building and the City's requirement of one parking stall <br />for every 2000 sq. ft. of floor area, a total of 9 parking stalls would be required. The site plan <br />did not indicate as spedfic number of parking stalls, however, based on the area indicated <br />for parking, there is adequate space to accommodate the required number of stalls. Staff <br />recommends that it be paved and provide striped parking stalls. <br /> <br />There will be two access points into the yard, one at the north end of the property, off of the <br />existing parking area, and the second will be directly off of Cleveland Street in the southeast <br />corner. The applicant will need to maintain proper circulation, as determined by the Fire <br />Chief, around the stacks of lumber. <br /> <br />Planning Commission Action <br /> <br />Screening was the major topic and the Commission wanted to make sure that the yard was <br />adequately screened on the south side as the adjoining property is zoned residential. There <br />was some discussion regarding the adjacent zoning and whether or not retail sales should be <br />allowed. The Commission agreed that no retail sales should be allowed. The ordinance <br />states that in the I-1 zoning district retail sales are allowed such as, the re'ca//sa/es aag/ty does not <br />ocmpy more than 15 percent of the gross floor area of the omqiet quarters.
