• SPECIAL MEETING OF THE ELK RIVER PLANNING COMMISSION <br />HELD AT ELK RIVER CITY HALL <br />TUESDAY, AUGUST 3, 2010 <br />Members Present: Chair Westberg, Commissioners Bell, Ives, Johnson, Lemke and Scott <br />Members Absent: Commissioner Anderson <br />Staff Present: JeremyBarnhart, Plannuig Manger; Chris Leeseberg, Planner/Park Planner; <br />Debbie Huebner, Recording Secretary <br />Call Meeting To Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River Planning Conunission <br />was called to order at 6:30 p.m. by Chair Westberg. <br />2. Consider 8/3/10 Planning Commission Agenda <br />MOVED BY COMMISSIONER LEMKE AND SECONDED BY <br />COMMISSIONER SCOTT TO APPROVE THE AUGUST 3, 2010 PLANNING <br />COMMISSION AGENDA. MOTION CARRIED G-0. <br />4. Planning Commission Representative to Attend August City Council Meeting <br />• Chair Westberg will attend the August 16, 2010 City Council meeting. <br />5.1. Request byGRE to Rezone PropertyfromR3 (T'ownhouse/Multiple Family Residential) to <br />I1 (Light Industrial, Public Hearing -Case No. ZC 10-08 <br />The staff report was presented by JeremyBarnhart. He noted that the property owner <br />intends to use the site for outdoor storage, and a conditional use permit will be required. <br />Commissioner Ives asked if impacts on the adjacent residential neighborhood (Vernon <br />Estates) will be discussed at the time of conditional use permit review Mr. Barnhart stated <br />yes. <br />Chair Westberg opened the public hearing. <br />James Macheldt, 205 15Y Street - stated he feels his property value would be decreased by <br />the. industrial zoning and was not in favor of it. <br />There being no other public comments, Chair Westberg closed the public hearing. <br />Mr. Barnhart stated that staff received a written letter of opposition from the owner of <br />Carson Street Station, stating theywere against GRE having access to Carson Street. Their <br />concern was additional traffic on Carson Street. Mr. Barnhart explained that the <br />development was limited to businesses that did not generate a lot of traffic. Mr. Barnhart <br />• explained that it is his understanding GRE will access the property from their current site. <br />He noted that transportation issues can be addressed when reviewing a conditional use <br />permit. <br />
