Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: ZANE AVENUE COOPERATIVE AGREEMENT PROJECT <br /> <br />Dear Council Members: <br /> <br />As I discussed with you a couple of weeks ago, MnDOT has responded to our request for a <br />Cooperative Agreement project for the extension and reconstruction of Zane Avenue from <br />Mississippi Ridge to the Amedclnn by indicating that the access onto TH 10 near the Amedclnn <br />must be closed for them to participate. Based upon your previous direction, Michele McPherson <br />and I have met with Ted Saxon of Saxon Motors and Harry Bebo of Napa Auto Parts. Mr. <br />Saxon enthusiastically indicated he would like the City to move forward with this project, <br />including the closing of the access onto TH 10. Mr. Bebo was much more reserved and has a <br />number of concerns regarding how the proposed road realignment will affect his business <br />operation, and is reserving final judgment until he is assured that we can come up with a design <br />that will address his issues. He did indicate, however, that he was willing to proceed to the next <br />step, which we indicated would be a more detailed layout and topographic survey to begin <br />addressing the vadous issues involved in the project. <br /> <br />The September 20, 2001, response letter from MnDOT asked that we have a revised layout, <br />updated cost estimate, and City Council resolution back to them by November 1st. They have <br />also asked whether or not we can deliver this project for construction in 2002. Attached for the <br />City Council's consideration is a resolution authorizing a Cooperative Agreement project to <br />proceed. We are working on the revised layout and cost estimate, and are planning to respond <br />to MnDOT that the City is willing to proceed with this project and construct it in spring of 2002. <br /> <br />If you have any questions, I will be in attendance at your City Council meeting on October 22, <br />2001. <br /> <br />Sincerely, <br /> <br />Howard R.
