HRA Update <br /> <br />Councilmember Motin gave an update on the HRA meeting. He noted that the HRA <br />discussed the planning process for implementing a downtown redevelopment project and <br />reviewed the results of the housing study. <br /> <br />4.2. Consider Resolution for East Highway 10 Frontage Road <br /> <br />COUNCILMEMBER TVEITE MOVED TO ADOPT RESOLUTION 01-71 <br />AUTHORIZING AN AGREEMENT PROJECT WITH THE MINNESOTA <br />DEPARTMENT OF TRANSPORTATION FOR WORK ON AND/OR <br />ADJACENT TO TRUNK HIGHWAY 10. COUNCILMEMBER DIETZ <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />4.3. Consider Request for Soil Borings at City Hall <br /> <br />The City Administrator requested authorization to have soil borings taken at the proposed <br />building site of the Police project. He noted that soil borings would determine whether a <br />basement could be built at the site. <br /> <br />Discussion was held regarding whether soil borings should also be taken at the site owned <br />by the City at J oplin Avenue. It was the consensus of the Council to authorize soil borings <br />to be taken at the proposed police department site and to get quotes for the Joplin site. <br /> <br />COUNCILMEMBER DIETZ MOVED TO AUTHORIZE SOIL BORINGS WEST <br />OF CITY HALL AT A COST NOT TO EXCEED $5,000. COUNCILMEMBER <br />KUESTER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />4.4. Proclamation <br /> <br />COUNCILMEMBER DIETZ MOVED TO PROCLAIM SUNDAY, OCTOBER 28, <br />2001, AS UNITED WE STAND DAY IN ELK RIVER. COUNCILMEMBER <br />KUESTER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />COUNCILMEMBER MOTIN MOVED TO PROCLAIM MONDAY, OCTOBER <br />29,2001 AS WALK OF HOPE DAY IN ELK RIVER. COUNCILMEMBER DIETZ <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5. Open Mike <br /> <br />Noone appeared for Open Mike. <br /> <br />6. Key Financial Strategies Presentation <br /> <br />Rusty Fiefield of Ehlers & Associates, Inc. presented and reviewed a draft of the City's <br />Financial Management Policies to the Council. <br /> <br />The Council discussed the issue of projecting future needs of the city through the budgeting <br />process. Mayor Klinzing suggested looking at trends and projections to help with multi-year <br />and long term budgeting so the Council and citizens can anticipate what might happen in the <br />future. <br />
