Attachment D--10/12/06
Projects will be scored based on the responses provided the following five criteria. (Refer to
Evaluation Criteria Instruction at Appendix 81 for assistance in completing this section.)
Is your project identified in a statewide, regional, or local plan, which has been adopted by
federal, state, regional, or local agencies? 0-25 POINTS
® Yes ^ No
The City of Elk River's Park and Recreation Board included the proposed recreational trail
within the abandoned Burlington Northern corridor in their 1991 Park Improvement Plan as
a major connection to the Elk River trail system. In 1997 the Park and Recreation Board
revised the plan to highlight the corridor improvements as a high priority project.
The project is consistent with Sherburne County's "Parks, Trails, and Open Space Plan"
adopted by the Sherburne County Board in 1997, where it identifies the abandoned
Burlington Northern Railroad right-of-way as an existing facility that could be utilized as a
trail way. In June of 1999, a Rail Road Task Force subcommittee was created by the
Sherburne County Parks Commission to help plan for the acquisition and development of a
future trail. The portion of the trail project from CSAH 9 in Baldwin Township north to the
City of Princeton was granted TE funding in 2005.
The project is also consistent with and identified in the Central MN Regional Parks and
Trails Plan, representing planning efforts between Stearns, Benton, and Sherburne County
and the surrounding communities.
The Great Northern Trail project is also consistent with other townships and communities
within the County. Baldwin Township has acquired several parcels of land along the
railroad right-of-way and has planned a small park along one of its corridors. The City of
Zimmerman and Princeton have also formulated plans for a future trail along or near the
abandoned railroad corridor.
A link from Princeton to the existing trail system in Mille Lac County would is a long-term
aspiration to connect to the well known Sioux Line Trail. In order for this to occur, an
approximate 10 to 12 mile distance north (of which some is currently owned by MnDOT)
would have to be converted for public use.
Describe how your project completes a larger project, concept, or plan. 0-25 POINTS
The City of Elk River has already completed the construction of a recreational trail through
the abandoned Burlington Northern corridor from the City limits at the southern border to
CSAH 33. The City has also completed an underpass across CSAH 33 to establish a safe
pedestrian crossing. The Elk River trail project is an extension of this trail system within the
City from CSAH 33 north to the City limits through the abandoned Burlington Northern
corridor. Elk River has taken on a proactive approach to pedestrian and bicycle trails
