. ACKNOWLEDGMENT The Comprehensive Plan (1988 Growth Management Plan) was originally prepared for the City of Elk River by R.L. Wuornos and Associates, Urban and Regional Planners. Technical assistance was further provided by Maier Stewart and Associates, Inc., Consulting Engineers, and Larkin, Hoffman, Daly and Lindgren, Ltd. , Attorneys at Law. The plan was adopted by the City Council in August, 1988 as the City's Growth Management Plan. The processing of updating the Comprehensive Plan involved a 15 member Steering Committee which was appointed by the Elk River City Council. The Committee met for approximately 1 -1 /2 years to receive public comment on various issues and make a recommendation to the Elk River Planning Commission and City Council for consideration in adopting 1995 Comprehensive Plan.
