Analysis of the User Charge System and city ordinances as they relate to <br />operation and maintenance of existing facilities. <br />3. Adherence to the assessment policy for the extension of water and sanitary and <br />storm sewer facilities. <br />4. Update capital improvement program to coordinate an orderly extension of <br />facilities into new areas. <br />5.
