Shea Architects/TCF Page 3 <br />November 20, 1995 <br />• *Comment D.2. <br />The Planning Commission discussed a location for a sidewalk to serve not <br />only the TCF site, but also the northerly parcel from Freeport Avenue. It <br />was recommended by the Planning Commission that a sidewalk be installed <br />along the west side of the private road from Freeport up to the northerly <br />property line. By including a sidewalk on the west side of the private road, <br />TCF has indicated that they could then extend a short segment of sidewalk <br />from their building to this proposed sidewalk to accommodate pedestrian <br />traffic. An additional easement may be necessary to accommodate the <br />sidewalk. <br />Comment D.3. <br />Final development plans will have to reflect the appropriate pedestrian <br />ramps at locations along Freeport. <br />Comment G.1. <br />A permit from Mn /DOT for grading within the right -of -way will need to be <br />obtained prior to issuance of a building permit. <br />City Engineer Comments <br />4. An easement to cover the sidewalk along Freeport that encroaches on <br />• TCF's site will need to be executed. <br />Planning Commission Recommendation <br />The Planning Commission recommended approval of the conditional use <br />permit request by Shea Architects and TCF with the conditions outlined in <br />the staff report and including the condition relative to providing a six foot <br />sidewalk along with the appropriate easements along the west side of the <br />private road from Freeport Avenue to the north property line. <br />Recommendation <br />It is recommended the City Council approve the conditional use permit <br />request by Shea Architects and TCF for site plan review to construct a 5,179 <br />square foot financial institution with the following conditions as outlined by <br />the Planning Commission: <br />ALL COMMENTS LISTED IN THE REPORT TO THE PLANNING <br />COMMISSION DATED OCTOBER 24, 1995, BE INCORPORATED <br />INTO THE REVIEW PLANS FOR APPROVAL. <br />2.
