BOX 338 • ELK RIVER, MN 55330 • PHONE (612)441 -1722 • FAX (612)441 -2264 <br />Mr. Pat Klaers <br />City of Elk River Administrator <br />13065 Orono Parkway <br />P.O.Box 490 <br />Elk River, MN 56330 <br />RE: CSAH 1 at School Street Traffic Signal Study <br />Dear Mr. Klaers: <br />Although the above referenced study indicated that the intersection of CSAH 1 (Proctor Avenue) and <br />School Street satisfies one of the eleven warrants used to justify the need for a traffic signal, we do not <br />agree with the Draft Signal Justification Report (SJR) recommendation that a traffic signal is justified at <br />this time. However, based on the data collected in this study, we feel a traffic signal will likely be <br />•needed within the next year or two. Accordingly, we have programmed in our Five -year Construction <br />Program the installation of a traffic signal at the intersection of CSAH 1 and School Street in 1997. <br />We have discussed the signal study with MnDOT District 3 Traffic Engineering Staff and they have <br />indicated that we should proceed with submitting the SJR with modifications to incorporate some minor <br />traffic forecasting which should include traffic generated by the Lafayette Woods development and other <br />ambient regional traffic growth. The traffic signal would then be justified based on anticipated traffic <br />volumes and will likely satisfy additional traffic signal warrants for future years. The intersection would <br />not need to be reevaluated in the future in order to proceed with construction by 1997. <br />One item which we have begun discussing within the Highway Department staff is the SJR <br />recommendation to consider a "three- lane" design concept on CSAH 1 between TH 10 and CR 77 to <br />accommodate intersection channelization at CSAH 1 and School Street when it is signalized. We <br />discussed this concept with your City Engineer and he indicated that this design would facilitate other <br />improvements needed on CSAH 1 at the intersection of TH 10. We are also considering this design as <br />an alternative to our proposed four -lane improvements on CSAH 1 between CR 77 and CR 32. <br />In order to keep these projects moving forward, we will coordinate the CSAH 1 at School Street traffic <br />forecasting efforts with the consultant who prepared the original SJR. We will also set up a meeting <br />with you and your City Engineer to discuss the design options on our CSAH 1 improvements.
