l <br />ty of <br />1E1 k� River <br />ITEM 5.7. <br />MEMORANDUM <br />TO: Mayor & City Council <br />FROM: Lori Johnson, Assistant City <br />Administrator <br />DATE: November 20, 1995 <br />SUBJECT: Pay Resolution <br />Attached is a copy of a resolution adopting the 1996 Pay Plan for non - <br />organized employees. Also attached are Exhibit 1, the 1996 Compensation <br />Plan; Exhibit 2, the 1996 Pay Ranges; and Exhibit 3, the Vacation Schedule. <br />When adopted by the City Council, the resolution and exhibits will set the <br />1996 compensation and benefits for all non -union city employees. <br />• Earlier this year, the City Council approved a new Pay Plan in accordance <br />with an updated Comparable Worth Study. By January 31, 1996, the city <br />must report its compensation information to the Department of Employee <br />Relations (DOER). The information reported will reflect the compensation in <br />place on December 31, 1995. Using DOER compliance software, I have <br />inputted the city's data as it is projected to be on December 31, 1995, and <br />determined that the city does comply with the requirements of the Pay <br />Equity Law. The city is required to report its information every third year. <br />If the current Pay Plan remains in place until we are required to report in <br />three years, the city should again be in compliance. <br />There are several items in Exhibit 1, the 1996 Compensation Plan, which <br />differ slightly from the 1995 Compensation Plan. Most of these are simply <br />clarifications and/or corrections to the 1995 Compensation Plan which do not <br />change our current practices; however, there are some which the Council may <br />wish to discuss. Listed below are the items which were clarified or changed: <br />• As directed, a 3 percent cost of living adjustment has been applied <br />to the 1995 pay ranges. The pay ranges are presented in Exhibit 2. <br />• When the City Council approved the new Pay Plan it also approved <br />• a change in the timing of step increases for employees. In <br />accordance with that action, the 1996 Compensation Plan indicates <br />that all employees performing at an acceptable level will move up <br />one step in their pay range on July 1, 1996.
