<br />The Northstar Corridor Development Authority met in regular session on June 7, 2001, in the Board Room at
<br />the Sherburne County Government Center, Elk River, Minnesota.
<br />
<br />Present were: Betsy Wergin, Lynn George, Tim Yantos, Ken Stevens, Tom Wenzel, Eugene Young, Gary
<br />Hammer, Bob Johnson, Terry Nagorski, Ewald Petersen, John Norgren, Lewis Stark, Woody Bissetl, Duane
<br />Grandy, Duane Cekalla, Patrick Cairns, Greg Bruester, Tom Gamec, Steve Billings, Dave Saunders, Dan

<br />I. The meeting was called to order at 4:42 p.m. by Chairperson Betsy Wergin.
<br />
<br />A motion was made by John Norgren, seconded by Patrick Cairns, and carried unanimously to
<br />approve the agenda of Thursday, June 7, 2001 with the following changes: the addition of 7a)
<br />Resolution passed by the National American Legion in support of the Northstar Corridor; 7b) letter
<br />received from Congressman Oberstar; 7c) request for Mn/DOT personnel descriptions; and 7d) next
<br />NCDA meeting date.

<br />A motion was made by Duane Grandy, seconded by Woody Bissett and carried unanimously to
<br />approve the meeting minutes of May 3, 2001, as presented.

<br />Executive Committee Report:
<br />
<br />a) Paul McCarron provided an update on the legislative session.

<br />A motion was made by Steve Billings, seconded by Ewald Peterson and carried unanimously to
<br />recommend that the NCDA members (Sherburne County, Benton County, Anoka County
<br />Regional Railroad and Hennepin County Regional Railroad) increase their individual
<br />contributions to the Northstar project of 10% (resolutions adopted in 1999) of the revised total
<br />capital project costs of $261,000,000. Mr. McCarron noted that capital costs have increased
<br />due to changes to specs of the vehicles (new FRA regulations and additional vehicles),
<br />increased cost of stations (platforms and enclosed shelters); Mn/DOT financial policies
<br />(inflation factors and contingencies) and the delay in implementation of the project. Mr. Bissett
<br />asked what Congressman Oberstar would have to say about the increased estimated costs. Mr.
<br />McCarron noted that Congressman Oberstar would want to know that the project has enough
<br />financial backing to continue in its development.

<br />Ken Stevens presented a report on the completion of the preliminary engineering design.
