Commuter Rail Corridor <br />Coordinating Committee <br /> <br />RECOMMENDATION TO THE COMMISSIONER OF TRANSPORTATION <br /> <br />#2001-01 <br /> <br />Meeting Date: June 12, 2001 <br /> <br />Subject: <br /> <br />Finance Issues: Accounting of State and Federal Funding Appropriated <br />for the Northstar Project <br /> <br />Recommendation: <br />In order to plan for the financing of the local 'share of the Northstar Commuter Rail <br />Project and to ensure a complete understanding of Mn/DOT's financing plan, the <br />CRCCC requests that Mn/DOT provide an accounting of all state and federal funds that <br />have been appropriated for the Northstar Corridor, individually and as one of the Twin <br />Cities Transitways. The accounting should document all funds received for the project <br />beginning in 1999 through 2001 and should identify expenditures made to date, the <br />remaining balances of all amounts appropriated, and a budget for the proposed use of <br />any remaining funds. It is also requested that Mn/DOT identify the sources of the <br />match for the federal funds identified below. <br /> <br />Background Information: <br />NCDA records show a listing of the amounts appropriated by Congress and by the <br />Minnesota Legislature in 1999 through 2001 as follows: <br /> <br /> Federalfunds <br />a. <br />b, <br />O. <br /> <br />FY 1999 - $6 million Intermodal Facility Capital Funds <br />FY 2000 -$10 million Intermodal Facility Capital Funds <br />FY 2000 - $5 million Twin Cities Transitway New Start Funds (Northstar's <br />portion unallocated) <br />FY 2001 - $3 million Twin Cities Transitway New Start Funds (Northstar's <br />portion $1.4 million) <br /> <br />2. State funds: 1999 - $1.5 million planning and engineering funds <br /> <br />NCDA received $1 million in state funding and $4 million of the FY 1999 federal <br />appropriation in a grant from Mn/DOT. <br /> <br />Mn/DOT Response Requested By: August 16, 2001.
