Item # 5.3.
MEMORANDUM
a a~~r and ity ®uncii
° Lori ®hns~ng ity drninistrat~r
o arch 1
'o ode ~ ®nuct
As requested, attached to this memo axe the code of conduct samples Mayor I~linzing
distributed at a previous Council meeting. In addition, the League of Minnesota Cities'
model policies are included, Staff is still in the process of gathering data about how many
other cities in Minnesota have adopted a code of conduct; however, there is not a single or
easy source to get this information. Any additional information collected will be presented
at the meeting. The fact that the League of Minnesota Cities prepared a model policy leads
me to believe that there was a significant demand from cities for such a policy. Staff at
several cities contacted said they are i.n the process of adopting a code of conduct. The last
attachment is an excerpt from the City's personnel policy manual as background on related
City policy. It is not a code of conduct; it addresses mainly the statutory requirements
including ethics, the gift law, endorsements, conflicts of interest and harassment.
