City <br /> <br />MEMORANDUM <br /> <br />Item # <br /> <br />6.8. <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Mayor and City Council <br /> <br />Michele McPherso ,~Director of Planning <br /> <br />April 16, 200 I <br /> <br />Update on Moratorium Ordinance - Townhome Developments <br /> <br />Staff has spoken with the City Attorney regarding the process for adopting an interim <br />ordinance establishing a moratorium on townhome developments in the City. Per the City <br />Attorney's advice, we are going to have the Planning Commission and the City Council <br />conduct a public hearing regarding the moratorium prior to adoption and we are proposing <br />the following schedule: <br /> <br />The Planning Commission will conduct its public hearing at a special meeting on <br />May 8, 2001. This is typically a workshop meeting, however, we will call a special <br />meeting so that the Commission can take action on this item. <br /> <br />The City Council will conduct a public hearing and consider the ordinance at its May <br />21, 2001 meeting. This is consistent with the process to amend the Zoning <br />Ordinance and is procedurally correct. <br /> <br />Staff requests the Council take the following action at the April 16th City Council meeting: <br /> <br />Adopt a motion directing staff to accept no applications, which include townhome <br />developments as either a component of or as an entire project until such time as the <br />Council acts on the interim ordinance; and direct the Planning Commission to <br />conduct a public hearing on the proposed ordinance on May 8, 2001 and the City <br />Council adopt the ordinance after a public hearing on May 21, 2001. <br /> <br />S:\PLANNING\MICHMC\CCREPRTS\Moratormemo.doc <br /> <br /> <br />
