SPECIAL MEETING OF THE ELK RIVER CITY COUNCIL <br /> HELD AT THE ELK RIVER CITY HALL <br /> ,-MONDAY, APRIL 11, 1996 <br /> <br />Members Present: Mayor Duitsman, Councilmembers Farber and Holmgren <br /> <br />Members Absent: Councilmembers Scheel and Dietz <br /> <br />Staff Present: <br /> <br />Sandra Thackeray, City Clerk; City Administrator Pat Klaers; Terry <br />Maurer, City Engineer; and City Planner Steven Ach <br /> <br />3.1. <br /> <br />Call Meetin,q To Order <br /> <br />Pursuant to due call and notice thereof, the special meeting of the Elk River City <br />Council was called to order at 6:00 p.m. by Mayor Duitsman. <br /> <br />Consider Aqenda <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE 4/11/96 CITY COUNCIL <br />AGENDA. COUNClLMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED <br />3-0. <br /> <br />Menards, Inc. Request for Conditional Use <br /> <br />City Planner Steven Ach indicated that Menards is requesting a conditional use <br />permit for site plan approval to construct a 160,680 square foot commercial <br />building in Hillside Crossing II planned unit development. Steve Ach reviewed the <br />staff report on this issue including available parking, lighting, landscaping, <br />signage and site plan. He indicated that the Planning Commission reviewed the <br />request and recommended approval. <br /> <br />Mayor Duitsman opened the public hearing. <br /> <br />Gary Weiber, 19343 Dodge St. NW questioned the future plans for Dodge Street. <br />Mr. Weiber indicated his concern as to whether there would be a direct access <br />from Menards to the residential area. <br /> <br />Tom Warner - 19208 Zane Street questioned the type of construction and front <br />elevation of the building. He also questioned how much outside storage would <br />be allowed in front of the building. <br /> <br />Dave Plude Jr., 11537 197th Ave. NW, indicated he was directly involved with the <br />upgrade of 197th as it will cause his driveway to be moved. Mr. Plude indicated <br />that the driveway problem has been verbally addressed and it is his <br />understanding that it will be taken care of at the expense of the developer. <br /> <br />Lynn Wieber, 19343 Dodge St. NW, questioned whether the City Council operates <br />under laws. <br /> <br />There being no further comments, Mayor Duitsman closed the public hearing. <br /> <br /> <br />
