City of <br /> <br />River <br /> <br />MEMORANDUM <br /> <br />item # <br /> <br />4.9. <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Mayor and City Council <br />Scott Harlicker, Senior Planne~" <br /> <br />February 20, 2001 <br /> <br />Northstar Corridor Update <br /> <br /> At the NCDA meeting held on February 1st, the main item discussed was the <br /> attached letter from MnDOT dated January 5, 2001 in which MnDOT states that it <br /> is taking over control and project management of the Northstar Corridor <br /> commuter rail project. At this meeting the Commissioner of Transportation, Elwyn <br /> <br />· Tinklinberg, explained that since MnDOT will ultimately be responsible for <br /> financing and operations, it was time for them to take control of the project. The <br /> NCDA adopted a resolution that gives MnDOT decision making control as of <br /> June 1, 2001. The NCDA will continue in an advisory capacity as a Commuter <br /> Rail Corridor Coordinating Committee (CRCCC). MnDOT will be advising the <br /> NCDA on it's role as a CRCCC. <br /> <br />The Council is also being asked to adopt the attached resolution which approves <br />the preliminary layout of the park and ride facility. The resolution includes <br />conditions that MnDOT continue to work with the City on final design, that the <br />final layout include landscaping and improved pedestrian access to be approved <br />by the City, and that MnDOT work with the City on the timing of each phase. The <br />preliminary plan is to be phased. The first phase includes a parking area for 311 <br />cars and bus pick-up and drop-off area. The first phase will be located at the front <br />of the site, along Twin Lakes Road. Improvements will include landscaping along <br />the street, bituminous curbing and the construction of the stormwater pond. <br />Construction should begin this year. The second phase will include upgrading the <br />first phase and expansion of the parking area. The second phase will be timed so <br />that it is coordinated with the construction of the commuter rail station. MnDOT is <br />also working with the developer of the remainder of the Eull property (Elk River <br />Station) on integrating design elements of Elk River Station with the final design <br />of the park and ride. Representatives from MnDOT will be at Monday's meeting <br />to answer questions. <br /> <br />13065 Orono Parkway · RO.
