REQUEST FOR ACTION <br />To Item Number <br />Ci Council 6.3. <br />Agenda Section Meeting Date Prepared by <br />Communi Develo went March 17, 2008 Sheila Cartne ,Senior Planner <br />Item Description Reviewed by <br />Request by Great River Energy for a Conditional Use Permit for <br />storage building addition -Public Hearing- Case No. CU 08- Reviewed by <br />05 <br />Action Requested <br />The applicant is requesting approval of a Conditional Use Permit fox a building addition. <br />Staff recommends that the City Council approve df the Conditional Use Permit fox a building <br />replacement, as illustrated on drawings dated received February 26, 2008, with the following conditions: <br />1. All comments of the City Engineer's memo dated February 27, 2008 shall be <br />addressed. <br />2. As a Conditional Use Permit is not a Building Permit, the applicant shall apply for all <br />required permits. <br />3. A NPDES permit is required prior to final approval of construction drawings. <br />4. The applicant shall provide landscape options in the parking lot to staff. <br />5. Any trees removed for the fire lane shall be replaced on site. <br />Summary <br />Great Rives Energy (GRE) is proposing to replace an existing high bay garage area, parking area, and <br />office area, with a 43,000 square foot building of the same nature. This is an update for GRE's campus in <br />Elk River. This building is mainly fox employee use. A Conditional Use Permit is required for new <br />buildings on this campus. The new parking lot configuration does not have landscaping within the <br />parking lot. The applicant is providing six trees south of the parking lot. Staff suggests that some <br />landscaping be installed within the parking area. The applicant has indicated they would like to leave <br />landscaping out of the parking lot due to traffic and maneuvering. <br />PlanninE Commission Discussion <br />The Planning Commission recommended approval of the CUP request and changed condition four to <br />require the applicant to work with staff on alternative landscape options. The Commission would like to <br />see landscaping on the Northeast side of the new parking lot as to provide some more landscaping and <br />interest along the commuter rail line. <br />5:\PLANNING MAIN\Czce Files\CUP\CU 08-05 GRE addidon\CC.dx <br />
