~ \\ <br />ty of <br />lk~ River <br />Introduction <br />Item 5. . <br />MEMORANDUM <br />TO: Mayor & City Council <br />FROM: Phil Hals, Street/Park Superintendent <br />DATE: May 15, 1995 <br />SUBJECT: Consider Resolution Entering into Joint <br />Partnership Program Between the City <br />of Elk River and MnDOT <br />As the council may recall, the city entered into a landscape partnership <br />agreement with MnDOT. This joint agreement will consist of landscaping <br />improvements along Trunk Highway 10 from Trunk Highway 169 to the <br />• north corporate city limits. <br />Background <br />The beautification project was completed on May 6. MnDOT prepared the <br />plans and financed the materials, the city coordinated the operation and <br />furnished the equipment and operators, and volunteers did the planting. <br />The volunteers who did the planting consisted of the Elk River Outlaw 4-H <br />Club, the River City 4-H Club, and a Boy Scout Troop. The Chamber of <br />Commerce donated $50 to offset some of the lunch expenses and Ron's Foods <br />made a donation of food for the lunch. The city will pay the remainder of the <br />lunch expense, which will be between $50 and $100. <br />The two project areas where the plantings took place are located below the <br />"Welcome to Elk River" sign on the UPA hill, and on the north side of <br />Highway 10 between Upland Avenue and Xenia Avenue. The project went <br />very smoothly and was a positive experience for all involved. <br />I would like to commend the volunteer youth and their leaders who worked <br />hard on a project that will beautify our city for many years. <br />• <br />13065 Orono Parkway • P.O.
