West, Fire Chief <br />Reviewed by <br />Lori ohnson, Ci Administrator <br /> <br />Introduction <br />On January 2,2007, the City Council authorized the fire department to advertise for bids for replacement <br />of the 2000 gallon tanker truck. The new purchase will be a 2000 gallon tanker which will include a 500 <br />gallon per minute pump, ladders, dump tank, and many other National Fire Protection Association <br />(NFP A) required fIre department tanker items. Delivery of the new tanker is anticipated for mid to late <br />summer 2007 and is included as part of our 20-year Capital Improvement Plan as a replacement of tanker <br />1 (1987 Ford). This tanker purchase is also included in the 2007 budget. <br /> <br />Discussion <br />The bid opening for the fIre department tanker was Friday, February 2,2007 at 10:00 a.m. at Elk River <br />City Hall. Two bids were received. The bid results are as follows: <br /> <br />Clarey's Safety Equipment $162,307 <br />Midwest Fire Equipment $178,156 <br /> <br />The Fire Department Truck Committee has reviewed the two bids received to assure adherence to the <br />published truck specifIcations. The Truck Committee compared the bid proposals versus the published <br />specifIcations page by page for any discrepancies. The bid proposal from Clarey's Safety had numerous <br />discrepancies that included: no hose reel, omitted hose crosslay, no electric dump tank compartment, <br />incorrect instrument package, wheelbase length exceeded specifIcation and others. One area of discussion <br />the truck committee had related to pre-emission versus post-emission truck chassis 2007 EP A standards. <br />The Midwest Fire bid proposal included a 2008 post-emission truck chassis, which in turn increased the <br />cost approximately $8,000.00. The Clarey's Safety bid was for a 2006 pre-emission truck chassis. The <br />truck committee is concerned about possible emission upgrade costs on any pre-emission chassis over the <br />20 year life of the tanker. The truck committee is in favor of the post-emission chassis to alleviate any <br />future upgrade concerns. After completion of the bid review process, the Fire Department Truck <br />Committee voted unanimously to recommend acceptance of the bid from Midwest Fire in the amount of <br />$178,156. The Midwest Fire bid allowed for a deduction of ($975.00) for pick-up of the tanker truck at <br />the factory. It is the recommendation of the truck committee to take the deduction since representatives <br />of the fire department truck committee will be at the factory in Luverne Minnesota to inspect and accept <br />the fInal product.
