<br />-\.( ~( <br />( II <br />.Yl~' <br />E ~ River <br /> <br />AGENDA ITEM 5. <br /> <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />MAYOR & CITY COUNCIL <br /> <br />FROM: <br /> <br />PAT KLAERS, CITY ADMINISTRATOR <br /> <br />DATE: <br /> <br />MARCH 24, 1994 <br /> <br />SUBJECT: DISCUSSION WITH ABUTTING <br />RESIDENTS FOR OPTION FOR <br />IMPROVEMENTS TO SCHOOL STREET <br /> <br />The City Council has called a neighborhood meeting for Monday, March 28, <br />1994 for the property owners along School Street between Freeport Avenue <br />and Jackson Avenue. Notices have been sent out to the property owners <br />listed on the attached page. The right-of-way along School Street in this area <br />has been staked by the City engineering firm. <br /> <br />e <br /> <br />City Engineer Terry Maurer will be in attendance at this meeting and will <br />take the lead in making a presentation on this proposed project. The <br />presentation will follow the format Terry used during the joint City Council <br />and School Board meeting. In this regard, Terry will talk about the <br />improvements that are planned on School Street between Highway 169 and <br />Freeport Avenue and the improvements that are planned at the School Street <br />and Jackson Avenue intersection. At this point, Terry will then review the <br />area in between these two points which affects the majority of the property <br />owners in attendance. <br /> <br />Topics to be discussed include the width of the road, the centerline of the road <br />in relationship to the centerline of the existing right-of-way, a three or four <br />lane street plan, and sidewalks on the south side of the street. Additionally, <br />it is anticipated that we will get into some individual property owner issues. <br />Such topics in this regard may include tree removal, restoration of property, <br />the need for small retaining walls (mainly if a sidewalk is constructed), <br />timing of the improvement project, and other items of this nature that <br />directly affect each homeowner. <br /> <br />e <br /> <br />At this point it seems that the only two items that have been decided by the <br />City are the width of the road (52') and the location of the road (in the center <br />of the right-of-way). An important issue for the City Council to decide soon, <br />so that a construction change order won't be necessary, is whether or not any <br />sidewalk will be constructed on the south side of School Street.
