Economic <br />Development Consultant <br /> <br />1. <br /> <br />Pursuant to due call <br />Economic Development <br />Chairman Tralle. <br /> <br />and notice thereof. the meeting of the Elk River <br />Authority was called to order at 7:00 p.m. by <br /> <br />2. Consider 10/2/89 EDA Agenda <br /> <br />COMMISSIONER SCHULDT MOVED TO APPROVE THE OCTOBER 2. 1989 EDA AGENDA. <br />COMMISSIONER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />3. <br /> <br />Review Marketing Plan for Block "A" (Jenne Block) <br /> <br />. <br /> <br />Dick Fursman. Economic Development Coordinator. indicated that he and <br />Mike Mulrooney had developed a marketing plan for Block A. Mr. Fursman <br />indicated that the same set of points can be used to market the Jenne <br />property. He further indicated that he is requesting EDA approval prior <br />to submitting the marketing plan to the property owner. however. the <br />property owners are in unanimous agreement that the project merits every <br />consideration. Mayor Tralle questioned what involvement the City has <br />versus the property owners. Dick Fursman indicated that the block group <br />has no real leader and the City is seen as a facilitator to organize the <br />project. He further indicated that in selecting the developer. both the <br />EDA and the property owners would be involved. <br /> <br />Mayor Tralle questioned whether the ambitious time frame could be met. <br />Dick Fursman indicated that they would do their best to meet the time <br />frame in order to move the project along. <br /> <br />Mike Mulrooney stated that part of the reason for the ambitious time <br />frame is to make a determination as to whether the Jenne property <br />should be marketed by itself or if the entire block should be considered. <br />Mr. Mulrooney stated that he will have direct contact with major <br />developers in the area regarding the project. He indicated that the <br />developers will be drawn to this project because of the uniqueness of the <br />project. The project has one of the few sites left to develop along the <br />Mississippi River. and the property owners are interested in remaining on <br />the site in the new project. <br /> <br />. <br /> <br />Commissioner Holmgren questioned whether it was appropriate to include <br />TIF into the marketing plan. He stated that if TIF is included in the <br />marketing plan then developers will expect to receive Tax Increment <br />Financing from the City. Mike Mulrooney indicated that the project will <br />qualify for a redevelopment district and TIF could be used. <br />
