The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community <br />engagement that encourages and inspires prosperity <br />[ITEM_HEAD] <br /> <br />Request for Action <br /> <br />To <br />City Council <br />Item Number <br />8.1 <br /> <br />Meeting Date <br />April 21, 2025 <br />Prepared By <br />Justin Femrite, Public Works Director/Chief Engineer <br /> <br />Item Description <br />Corridors of Commerce Readiness Advancement <br />Solicitation <br />Reviewed by <br />Justin Femrite <br />Cal Portner <br />Tina Allard <br /> <br />Action Requested <br />Approve, by motion, Corridors of Commerce Readiness Application. <br /> <br /> <br />Background/Discussion <br />The State of Minnesota, through the Department of Transportation (MnDOT), has an open solicitation for <br />funding to cover project development costs to better prepare projects for future construction funding. <br />Different from past years and past applications we have made, this opportunity will only provide funding for <br />administrative project development costs, not construction costs. <br /> <br />In the last Corridors of Commerce solution, the City Council directed that the application be written to fund <br />the design and construction of two new interchanges along TH 10 at Twin Lakes Road and Adams Street, <br />consistent with the long-term vision outlined in the TH 10 Corridor Study. That project did not score high <br />enough to receive funding. <br /> <br />If the Council affirms the previously submitted project as the highest priority, staff recommends the <br />opportunity in this solicitation to help complete project development items such as <br />Environmental/Sustainability analysis and Engineering/Design. <br /> <br />Financial Impact <br />N/A <br /> <br />Mission/Policy/Goal <br />Responsible for every dollar - good stewards <br /> <br />Attachments <br />None <br /> <br /> <br />Page 159 of 197
