Call Meeting to Order <br /> Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation <br /> Commission was called to order at 6:00 p.m. by Chair Anderson. <br /> 2. Athletic Facilities Master Plan <br /> Paul Paige,President of HKGi was in attendance to review the plan and answer questions. <br /> Before diving into the details of the plan, Chair Anderson,and Commissioner Niziolek asked to <br /> discuss changing the name of the plan to get away from using the words "master plan."Mr. Paige <br /> suggested using the word framework instead of master. <br /> Commissioner Niziolek attempted to make a motion to change the name to Facilities framework <br /> concept plan. He was cut off and it was discussed before he could finish. <br /> Moved by Commissioner Niziolek and seconded by Commissioner Varty to call it the Athletic <br /> Fields Framework Plan. Motion carried 7-0. <br /> Chair Anderson asked if this agenda item is a discussion item or action item. Mr. Stremcha confirmed <br /> it is a discussion. <br /> Mr. Paige led the discussion to bring everyone up to date. <br /> Chair Anderson said only one person on the current commission was involved in the initial process. <br /> Mr. Paige gave a history of the parameters that were given to HKGi to set up this initial plan. <br /> Staff at HKGi compared cities nearby and others further out that compared to the City of Elk River <br /> with existing facilities and similar demographics.They also considered improvements that would help <br /> drive economic growth to the city based on attendance of ball field events. Mr. Paige shared that <br /> Kevin Clarke was the person at HKGi that put most of the data together for the plan. <br />
