VILLAGE OF ELK RIVER MEETING CITY COUNCIL <br />APRIL 3, 1923 Annual meeting of the Village Council was held at the Library Room on Tuesday, April 3, 1923 Present - M.K. Iliff, Pres, C.A. Morse, Geo Cornelius and B.E. Fournier, Trustees and W.F. Chadbourne, Clerk Meeting called to order by the President at 2 o'clock p.m. the first order of Business being the acceptance of Bonds of newly elected officers. The following named Offices having taken the official oath of office presented their official bonds which on motion were accepted and placed on file. Earl M. Darrow Treas 5000.00 H.C. Hastings Justice 500.00W.F. Chadbourne Clerk 500.00On motion the following salary was voted to the offices entitled to same. The Village Treas 100.00 per year The Village Clerk 300.00 per year The Village Marshal 75.00 per month The Village Pumper 25.00 On motion William Iliff was appointed Village Marshal and pumper. On motion the village Clerk was authorized to draw orders the first of each month for salarys and also for the street lighting. On made seconded and unanimously carried the Village Treasurer was authorized to deposit and take a certificate for the amount of $8000.00 in the name of the Village payable to said Treas. This being the amount on hand of sinking fund not available until 1924 to make first payment on Water works bonds. The Pres appointed the following committees. Com on Building W.F. Chadbourne and B.E. Fournier Com. Street work C.A. Morse and Geo Cornelius Com. On Lights B.E. Fournier Com. On Water works C.A. Morse, Geo Cornelius, and B.E. Fournier Mr. E.L. Bryant Pres of the Jefferson Highway Transportation Co failing to appear the Council ordered a temporary arrangement in regard to the disposition of Bus Station as an experiment. All busses to head in at North side of Park and not to obstruct the street in backing out. No parking other than the busses will be allowed at this point. This is an experiment only and subject to change if found necessary. The clerk was instructed to notify the Co. To that effect. No further business appearing meeting adjourned.
