Meeting of the Elk River City Council Held at the Elk River City Hall Monday, August 7, 2023 Members Present: Mayor John Dietz, Councilmembers Cory Grupa, Mike Beyer, Matt Westgaard, and Jennifer Wagner Members Absent: None Staff Present: City Administrator Calvin Portner, Community Development Director Zack Carlton, Police Chief Nierenhausen, Public Works Director/Chief Engineer Justin Femrite, Street and Park Superintendent Tim Sevcik, Human Resources Manager Lauren Wipper, Fire Chief Mark Dickinson, Deputy Chief Joe Libor Jr., and Deputy City Clerk Jolene Richter Others Present: Elk River Area Chamber of Commerce Debbi Rydberg and Linda Cockrell I. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order at 6:31 p.m. by Mayor Dietz. 2. Pledge of Allegiance: Pledge of Allegiance was recited. 3. Consider Agenda Mayor Dietz added Item 4.12 Final Plat: The Cove Moved by Councilmember Westgaard and seconded by Councilmember Wagner to approve the agenda as amended. Motion carried 5-0. 4. Consent Agenda Moved by Councilmember Beyer and seconded by Councilmember Grupa to approve: 4.1 July 17, 2023, Regular minutes July 24, 2023, Budget meeting minutes 4.2 Check register as outlined in the staff report. 4.3 Pay estimates as outlined in the staff report. 4.4 Personnel Policy Manual updates as outlined in the staff report. 4.5 A bid from Dahlheimer Construction Inc. for the construction of a 32' x 24' garage in the amount of $66,451. 4.6 A proclamation designating August 11, 2023, as David Bleyhl Day in the City of Elk River, Minnesota. 4.7 The position description for the position of Investigative Analyst as outlined in the staff report. 4.8 A change order for North Valley Inc. to install 271 feet of 18-inch storm pipe and associated work south of Main Street on Morton Avenue in the amount of $67,229.95. 4.9 Hiring of Hailey Kipka to the position of police officer effective August 21, 2023.
