<br />VILLAGE OF ELK RIVER SPECIAL MEETING CITY COUNCIL <br />APRIL 23, 1913 <br /> <br /> <br />A special meeting of the Village Council was held on Wednesday evening April 23, 1913 at the office <br />of Charles F. F{illegible} <br /> <br />Present: Charles F. F{illegible} President, F.M. Plank, Ed Keegan and E.E. Scott Trustees, and <br />W.F. Chadbourne, Clerk. <br /> <br />Daly Hardware. Co. permit to build on Starck Factory {illegible} <br />Application for a permit to build fireproof building on old Starck Factory {illegible} was presented <br />by E.N. Daly Hardware Co. accompanied with “blueprints” of {illegible}. <br />On motion application granted and permit given in compliance with ordinance No. 53. <br /> <br />C.M. Babcock permit to lay sewer pipe across street. <br />C.M. Babcock asked for permit to lay sewer pipe from NW corner of Park. Permit granted said <br />Babcock agreeing not to obstruct traffic during work on {illegible}. <br /> <br />Report of Com. visit to State engineer. <br />C.F. F{illegible} chair of committee appointed by council to visit State highway engineer in regard <br />to place for repairing {illegible} at north end of Miss. River bridge reported that he {illegible} <br />company with C.M. Babcock and W. F. Chadbourne had seen State engineer {illegible} at St Paul <br />and had decided to accept place offered by {illegible}. Report accepted. <br /> <br />On motion clerk was instructed to advertise for bids for repairing said bridge according to plans <br />furnished by State engineer {illegible}. <br /> <br />Appointment of assessor C.D. Leashbook <br />W.O. {illegible} duly elected Assessor {illegible} failed to qualify the Council proceeded to appoint <br />C.D. Leashbook. Clerk was instructed to notify Co. auditor immediately of said appointment. <br /> <br />The following bills were presented and on motion allowed. <br />C.F.{illegible} – expense of com. to St Paul – 8.70 <br />The Patterson St. Lighting Co. - $42.00 <br /> <br />No further business adjourned. <br /> <br />W.F.
