U <br />Special Meeting of the Elk River City Council <br />Held at the Elk River City Hall <br />Monday, July 25, 2022 <br />Members Present: Mayor John Dietz, Councilmembers Garrett Christianson, Mike <br />Beyer, Matt Westgaard, and Jennifer Wagner <br />Members Absent: None <br />Staff Present: City Administrator Calvin Portner, Community Development <br />Director Zack Carlton, City Clerk Tina Allard, Environmental <br />Services and Special Projects Coordinator, Suzanne Fischer, Police <br />Chief Ron Nierenhausen, Liquor Store Manager Joe Audette, Human <br />Resources Representative Lauren Wipper, and IT Manager Seth <br />Calvin <br />1. Call Meeting to Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River City Council <br />was called to order at 4:37 p.m. by Mayor Dietz. <br />2. Pledge of Allegiance <br />Pledge of Allegiance was recited. <br />3. 2023 Budget <br />Ms. Ziemer presented her staff report. Various staff presented their proposed goals <br />and budget for 2023. <br />The Council requested the following from staff: <br />■ Work with garbage hauler to see if the spring/fall cleanup days can be <br />incorporated into the contract to cover the expenses. <br />■ Review cell phone policies from other cities. <br />■ Add another performance metric to the human resources budget that does <br />not count the retirements in the retention rate. <br />4. Adjournment <br />There being no further business, Mayor Dietz adjourned the meeting of the Elk <br />River City Council at 7:10 p.m. <br />Tina Allard, City Clerk <br />
