Ordinance further describes numerous performance standards for the different <br />uses — setbacks, parking standards, landscaping, fencing, etc. Staff reviews projects based on the standards <br />outlined in the ordinance and in the case of Conditional Uses, processes a Conditional Use Permit (CUP) <br />which is then reviewed by the Planning Commission and approved by the City Council. That process is <br />clearly outlined in the ordinance and on the corresponding CUP application. <br />However, the ordinance is not as clear when it comes to permitted uses. The city's authority to review a <br />permitted use based on the standards outlined in the ordinance is clearly stated in Secs. 30-602 and 30-604, <br />but the process for that review is not as clear as it should be. <br />Staff is seeking Council direction to draft an ordinance outlining the administrative review process for <br />permitted uses allowed under the ordinance. The review would not require Planning Commission or Council <br />approval and would remain as a staff level review. The ordinance would not create an additional burden or <br />roadblock for an applicant, rather the goal is to clearly spell out the development review process for <br />permitted multi -family, commercial, and industrial uses. <br />Planning Commission <br />The Commission reviewed the attached ordinance examples and unanimously recommended an ordinance <br />amendment outlining the administrative review process. The ordinance will specify that this process applies <br />to permitted commercial, industrial, and multi -family uses. Single-family permits will continue to be <br />processed with a building permit application. <br />The Commission recommended keeping final approval for these permitted uses at the staff level rather than <br />requiring approval from the Planning Commission and City Council.
