One was vacated last October with a resignation and the
other is a result of the retirement of Captain Bob Kluntz and the reassignments that followed. The first vacant
position was filled with the reassignment of CSO Grace O’Konek. From the 28 applications we received and
following interviews, background, physical and psychological exams, we recommend Jason Michaud for the
second vacant position.

Officer Michaud has been working for the Metro Transit Police Department since 2009. He was also a
Firefighter/EMT for the Brooklyn Park Fire Department until 2016 and for the Albertville Fire Department until
2018. He holds an associate’s degree in law enforcement.

Due to his experience and consistent with our union contract, Officer Michaud will start at step 2 of the union pay
scale. Provided successful performance he will move to step 3 after 6 months. He will receive his next step
increase at one year of employment. All other pay and benefits will be consistent with the union contract and city
policy.

Financial Impact
This is a budgeted position.

Mission/Policy/Goal
N/A

Attachments
None

The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional

service, and community engagement that encourages and inspires prosperity.
Updated: August 2020
