<br />RESOLUTION 86- 28 <br /> <br />RESOLUTION SUPPORTING UNITED POWER ASSOCIATION'S REQUEST <br />TO THE MINNESOTA DEPARTMENT OF TRANSPORTATION FOR A MEDIAN <br />~ CROSS OVER FOR RDF TRUCKS FROM HIGHWAY 169 TO THE UPA SITE <br /> <br />WHEREAS, <br /> <br />UPA is intending to participate in an RDF facility <br />currently being proposed by Anoka County and Northern <br />States Power Company, for construction in the City of <br />Elk River; and, <br /> <br />WHEREAS, <br /> <br />if the project is approved for construction in Elk <br />River there will be a need for trucks to transport the <br />RDF material from the processing facility, to be <br />located on l65th Avenue in Elk River, to the UPA site <br />in Elk River; and, <br /> <br />WHEREAS, <br /> <br />UPA has requested a <br />Highway 169 to allow <br />site; and, <br /> <br />full median cross over at US <br />RDF trucks access into the UPA <br /> <br />WHEREAS, the requested median cross over is proposed to be <br />located on Highway 169 in the vicinity of the UPA site; <br />and, <br /> <br />WHEREAS, it is the desire of the Elk River Cit~ Council to avoid <br />RDF truck traffic in residential ne1ghborhoods and to <br />avoid RDF trucks making a U turn at the Main Street and <br />Highway 169 intersection; and, <br /> <br />~ <br /> <br />WHEREAS, alternative routes for the RDF trucks would necessitate <br />that the trucks travel through residential <br />neighborhoods or make a U turn at the Main Street and <br />Highway 169 intersection; and, <br /> <br />WHEREAS, the City Council of the City of the City of Elk River <br />has been made aware of the following facts with regard <br />to UPA's request for the proposed access and cross <br />over: <br /> <br />1. A limited number of trucks would use the access <br />(most probable number is 35 trucks per day with a <br />potential for up to 53 trucks per day). <br /> <br />2. The general public would be restricted from using <br />the access since it would lead only to the RDF <br />unloading building. <br /> <br />3. UPA and NSP would have complete control over <br />vehicles transporting RDF to the site. These <br />vehicles could be scheduled to avoid heavy traffic <br />flows such as occur on a Friday afternoon prior to <br />a holiday weekend. <br /> <br />~ <br />
