RESOLUTION 86- 28 RESOLUTION SUPPORTING UNITED POWER ASSOCIATION'S REQUEST TO THE MINNESOTA DEPARTMENT OF TRANSPORTATION FOR A MEDIAN ~ CROSS OVER FOR RDF TRUCKS FROM HIGHWAY 169 TO THE UPA SITE WHEREAS, UPA is intending to participate in an RDF facility currently being proposed by Anoka County and Northern States Power Company, for construction in the City of Elk River; and, WHEREAS, if the project is approved for construction in Elk River there will be a need for trucks to transport the RDF material from the processing facility, to be located on l65th Avenue in Elk River, to the UPA site in Elk River; and, WHEREAS, UPA has requested a Highway 169 to allow site; and, full median cross over at US RDF trucks access into the UPA WHEREAS, the requested median cross over is proposed to be located on Highway 169 in the vicinity of the UPA site; and, WHEREAS, it is the desire of the Elk River Cit~ Council to avoid RDF truck traffic in residential ne1ghborhoods and to avoid RDF trucks making a U turn at the Main Street and Highway 169 intersection; and, ~ WHEREAS, alternative routes for the RDF trucks would necessitate that the trucks travel through residential neighborhoods or make a U turn at the Main Street and Highway 169 intersection; and, WHEREAS, the City Council of the City of the City of Elk River has been made aware of the following facts with regard to UPA's request for the proposed access and cross over: 1. A limited number of trucks would use the access (most probable number is 35 trucks per day with a potential for up to 53 trucks per day). 2. The general public would be restricted from using the access since it would lead only to the RDF unloading building. 3. UPA and NSP would have complete control over vehicles transporting RDF to the site. These vehicles could be scheduled to avoid heavy traffic flows such as occur on a Friday afternoon prior to a holiday weekend. ~
