<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />July 2, 1951 <br /> <br />A regular meeting was held at the Municipal Building on July 2, 1951. <br /> <br />Members present: <br /> R. A. Ellingson, Mayor; Emil Parent, Dan Bailey, R.A. Ryding, Trustees; H.A. Briggs, <br />Clerk <br /> <br />The meeting was called to order by Mayor Ellingson. The minutes of the last meeting were read and <br />approved. <br /> <br />A committee from the Fire Department reported that the uniforms for six members cost <br />considerable more than was expected and asked the council if they would appropriate an additional <br />$100.00 for that purpose. A motion was made by Parent and seconded by Bailey to allow that <br />amount. Motion carried. <br /> <br />Mrs. Archie Larson, Chairman of a committee consisting of herself, Mrs. Elmer Hedden and Mrs. <br />Merton Foley from the Community Club met with the council. They suggested that toilets were <br />needed at the swimming beach, also that the sand washes out on the beach. <br /> <br />The council agreed to take the matter up with Les Derr and see if it would be possible to get two <br />outside toilets and have them installed and have some filling done on the beach. <br /> <br />A motion was made by Bailey and seconded by Ryding to transfer $5500.00 from the Liquor Fund <br />to the General Fund and into the Sewer Construction Fund for the purpose of paying off five of the <br />$1000.00 warrants and interest issued a few years ago for sewer construction. Motion carried. <br /> <br />A motion was made by Bailey and seconded by Ryding to include employees of the village in the <br />Federal Social Security program. Carried. <br /> <br />A motion was made by Bailey and seconded by Briggs to set date for hearing in the matter of <br />vacating part of Spring Street and all of Second Street for Aug 6, 1951. Motion carried. <br /> <br />A committee representing the Fire Department of the Village of Crystal Minn was at the meeting. <br />They asked that Elk River cooperate with them in case of serious fires. A motion was made by <br />Bailey and seconded by Parent to enter into a mutual agreement with Crystal for fire protection. <br />Motion carried. <br /> <br />A motion was made by Bailey and seconded by Parent to set the salaries of the Municipal Liquor <br />Store bar tenders at $225.00 a month. Carried. <br /> <br />There was some discussion regarding surfacing some village streets. A motion was made by Bailey <br />and seconded by Briggs to put tarvis on Line Street and also from Meyers Corner to Elk St then two <br />blocks south.
