<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />May 7, 1951 <br /> <br />A regular meeting was held at the Municipal Building on May 7, 1951. <br /> <br />Members present: <br /> R. A. Ellingson, Mayor; Emil Parent, Dan Bailey, R.A. Ryding, Trustees; H.A. Briggs, <br />Clerk <br /> <br />The meeting was called to order by Mayor Ellingson. The minutes of the last meeting were read and <br />approved. <br /> <br />Maynard Storley and Harold Peterson were present and asked to have the short street vacated at the <br />west end of Depot Street near Petersons Concrete block plant. They were instructed to prepare a <br />petition and present it at the next Council meeting. Pete Morrell and Gust Johnson appeared <br />regarding Convention expense for delegates from the Fire Department. After some discussion a <br />motion was made by Briggs and seconded by Parent to allow $225.00 toward the expense of the <br />delegation. Upon vote being take the following Trustees voted yea: Parent, Briggs, Ryding, and the <br />following voted nay: Bailey. Motion carried. <br /> <br />A motion was made by Bailey and seconded by Ryding to make the following changes in fees charge <br />by the village Fire Dept for calls outside the village: $50.00 for each call, $50.00 for the first hour <br />and $25.00 per hour or fraction of an hour thereafter. Carried. <br /> <br />Mr. and Mrs. Russell Sass were present and complained that they did not get sufficient water at <br />times for their cabins. They were referred to the water, power and light commission. They also <br />complained about cars speeding along the street past their place at all hours of the night. The <br />council agreed to do something about this speeding. <br /> <br />A motion was made by Parent and seconded by Ryding to purchase flowers for the parks in about <br />the same amounts as last year. Motion carried. <br /> <br />Upon recommendation of Lester Derr the council agreed to have a telephone installed at the <br />swimming pool for the summer. <br /> <br />A motion was made by Bailey and seconded by Ryding to make a storm sewer from the west end of <br />Line St to the Marsh. Motion carried. <br /> <br />The clerk was instructed to place a notice in the Star News that a special ordinance will be passed <br />st <br />requiring dogs be licensed as of May 1. Males $2.50, females $5.00 and that dogs must be kept tied <br />up during the garden season. <br /> <br />A motion was made by Bailey and seconded by Briggs to approve a bill of the utilities of $1400.00 <br />for balance on a truck purchased from them some time ago. Also a bill for $46.29 for miscellaneous <br />sewer work in 1946-47. Motion carried. <br /> <br />The following bills were allowed and ordered paid: <br /> <br />
