Fischer, CD Director <br />Item Description Reviewed by <br />International Property Maintenance Code (IPMC) Bob Ruprecht, Building Official <br />Zack Carlton, Planning Manager <br />Reviewed by <br />Cal Portner, City Administrator <br /> <br />Action Requested <br />Discussion and direction. <br /> <br />Background/Discussion <br />The IPMC was developed by the International Code Council based on citizen input gathered through <br />public surveys, meetings, and online feedback. It applies to multiple-dwelling properties and family <br />homes and stresses a common-sense approach to maintenance. It was adopted into Elk River’s Rental <br />Dwelling Ordinance in June of 2016, but not into the Building ordinance. <br /> <br />Amending the Building ordinance to include IPMC standards will improve efficiency and consistency of <br />exterior property maintenance inspections. This code supports and maintains the vitality and integrity of <br />housing stock and supports basic community goals: <br /> Stable residential neighborhoods <br /> Minimum exterior standards <br /> Tools for staff to better address property maintenance complaints <br /> <br />The IPMC has been adopted by many cities and counties throughout the country. It compliments <br />existing building ordinances and results in a more equitable approach to exterior maintenance issues <br />whether a rental or private dwelling. Main objectives of the IPMC include: <br /> Establish/uphold standards for public health, safety, welfare, and basic livability <br /> Encourage proper home maintenance <br /> Preserve and enhance community value <br /> Promote communication between residents and the city <br /> <br />Under the code, inspectors address outdoor maintenance concerns either reported to the city or <br />while driving in the community. The main goal is to encourage people to repair maintenance <br />concerns well before they lead to neighbor complaints. <br /> <br />This item is presented for review and discussion prior to consideration for adoption into the city <br />ordinance.
