<br />The regular semi-monthly meeting of the Elk River Village Council was called <br />to order by Mayor Bartelt on July 6, 1971, at 7:30 pm in the Council Room of <br />the Village Office Building. Members present were Mayor Bartelt and Councilmen <br />Huds on and Syring. <br /> <br />The minutes of the June 21, 1971 meeting were read and corrected as follows: <br />Moved by Councilman Otto and seconded by Councilman Konop, authorizing the <br />Village Clerk-Treasurer to advertise for bids in the official village paper and <br />the Construction Bulletin on July 8 and July 15, 1971, for sanitary sewer and <br />watermain extensions on Vernon Avenue from their present termnals on Vernon <br />Avenue North on Vernon Avenue to Meadowvale Road thence Northwest, on Meadowvale <br />Road to York Avenue, thence West ~nd South on York Avenue to connect to the <br />present terminals, with bids to be taken at 8:00pm, Monday July 19, 1971 in the <br />Council Room of the Village Office Building in the Village of Elk River. Motion <br />unaminously carried. A copy of the resolution is attached. The minutes of the <br />June 21, 1971 meeting were then approved as reado <br /> <br />Ernest Carlson was in ani made a request for a new 3.2 beer license for the Main <br />Tap. Ownership transfer of this business to be made from. Gerald Wegoner, the <br />present owner. Transfer of ownership to take place on Aug. 1, 1971. Moved by <br />Councilman Syring and seconded by Councilman Hudson to grant a new 3.2 beer <br />license to Ernest Carlson to be effective Aug. 1, 1971. Motion unam. carried. <br /> <br />l) <br /> <br />The Public Hearing on the Sewer and watermain construction for Venon, Meadow- <br />vale and York Avenues convened. <br /> <br />Property owners present were Mr. & Mrs. Leo Granland and Mrs. Tobiason. There <br />were no conflict of interests of those present. No opposition to the sewer and <br /> <br />water improvements were voiced and the Public He~ring was adjourned. <br /> <br />:) <br /> <br />William Mills reported on the present sewer plant capacity. Reporting that it <br />could support the proposed Marvin George School View Addition, proper service of <br />this area will require a lift station. <br /> <br />Moved by Councilman Hudson and seconded by Councilman Syring, ordering the sanitary <br />sewer and watermain project improvements of Vernon, Meadowvale and York Avenues. _ <br />Motion unaminously carried. A copy of the resolution is attached. V- <br /> <br />Mr. Warren Anderson of the Clarke Co. Ltd., Inc., of St. Paul, Minn., presented <br />building permits and drawings for eight residential homes for the Johnson Plat. <br />All permits were approved by the Council. <br /> <br />Moved by Councilman Hudson ani seconded by Councilman Syring to permit the Mayor <br />and Clerk-Treasurer, representing the village to enter in to a contract with the <br />Burlington Northern Railroad to close one and temporarily close the other railroad <br />crossing at Lawell and King Avenues. Motion unaminously ca.rried. <br /> <br />The Elk River Planning Commission represented by Dan Bailey and Richard Gongoll <br />recommended that the Council proceed with this proposal. They also recommended <br />that the village proceed with the annexation of the Schoolview Addition with the <br />suggestion that watermains be provided. An exception for providing sanita.ry <br />sewer was suggested until further studies on the sewage facilities are complete. <br /> <br />,..-// <br /> <br />Moved by Councilman Syring and seconded by Councilman Hudson, to annex the School <br />View Addition as per the planning Commission recommendations. Motion unaminously <br />carried. <br />
