Lake improvement districts allow <br />citizens to address specific concerns that can't be addressed under normal governmental actions and have <br />greater local involvement in lake management (via Department of Natural Resources). This was discussed <br />during the May 6, 2019, Council Work Session. A public hearing notice was published in the StarNen)s on <br />May 11 and May 18, 2019. This notice was also directly mailed to all property owners within the proposed <br />OLID boundary on May 10, 2019. <br />The OLID application requires support from lakeshore property owners via signature of a petition form. <br />The submitted signatures were reviewed and certified by city staff. The OLID boundary includes 260 <br />possibly property owner signatures and the application contained 143 valid property owner signatures, <br />representing approximately 55%. State statute requires a majority of property owners, 50% plus 1, which <br />is met. <br />Residents are encouraged to attend the public hearing to share feedback regarding the proposed OLID <br />creation. Per state law, between 10-30 days after the public hearing is closed, the Council shall, by Order, <br />make a decision on the OLID. The Order would need to be published and filed with the Office of the <br />Secretary of State.
