Public Works Director <br /> Item Description Reviewed by <br /> Elk River Landfill Leachate Conveyance System Cal Portner, City Administrator <br /> Improvements Reviewed by <br /> Action Requested <br /> Approve,by motion, the Utility Installation Agreement, Significant Industrial User Agreement,License <br /> Agreement and the final plans for the Elk River Landfill Leachate Conveyance System. <br /> Background/Discussion <br /> As discussed on May 7, 2018, staff has finalized details for the extension of the public sewer system along <br /> the Great Northern Trail (GNT) to accommodate a permanent connection of a leachate pipeline from <br /> the Elk River Landfill to our sewer collection system. This permanent connection is required to be <br /> complete for continued disposal of landfill leachate from the Elk River Landfill to Elk River's public <br /> sewer system as detailed in their current Special Discharge Permit. <br /> The project will install a new publicly-owned lift station near the intersection of the GNT and 221" <br /> Avenue and associated forcemain to the existing collection system located near Meadowvale Elementary <br /> School. It will further include a parking area off of 221"Avenue that will serve the new lift station and <br /> support 10 public parking spaces for GNT users. <br /> Elk River Landfill will extend a private leachate pipe line from their site directly to the new public lift <br /> station near 221"Avenue. This pipeline will also be placed,via the attached License Agreement, along <br /> the GNT right-of-way. <br /> The agreements set for approval are the required documents detailing the responsibilities for Elk River <br /> Landfill to deliver the project. Upon approvals with this action,installation of the improvements will <br /> begin in early June and last through the summer months of 2019. The construction of the pipeline will <br /> require closing of segments of the GNT this summer. We will work with the contractor to assure these <br /> closures are minimized and use our communication channels to notify users. <br /> Financial Impact <br /> All improvements will be paid for by Elk River Landfill,Inc. Details in the attached Utility Installation <br /> Agreement identify costs that are to be reimbursed. The agreement further details the Sewer Access <br /> Charge that will be paid by Elk River Landfill over a 5-year period. The 2019 rates for leachate treatment <br /> are established in the current Special Discharge Permit between Elk River Landfill and the city.
