EOty1� ,.,�� Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 9.4 <br /> Agenda Section Meeting Date Prepared by <br /> Work Session Aril 15, 2019 Zack Carlton,Planning Manager <br /> Item Description Reviewed by <br /> 2020 Census Complete Count Committee Cal Portner, City Administrator <br /> Reviewed by <br /> Action Requested <br /> Discuss establishment of a Complete Count Committee for the 2020 Census. <br /> Background/Discussion <br /> Staff met with a representative from the U.S. Census Bureau to discuss the 2020 Census,where we are at <br /> in the process, upcoming dates, and a request for assistance from the city. The Census Bureau is asking <br /> each community for help with promoting upcoming job opportunities for the 2020 census, and <br /> establishment of a Complete Count Committee (CCC). <br /> A CCC is a volunteer committee established by local governments and community leaders to increase <br /> awareness and motivate residents to respond to the 2020 census. The CCC could include representatives <br /> from the business community, city government,religious organizations, etc. Members and roles are up to <br /> the individual community,but the overall goal is to increase participation in the census. Census forms will <br /> be mailed in March of 2020 and high participation is particularly important for Minnesota as we are at the <br /> tipping point for losing a seat in Congress. <br /> Elk River and Minnesota as a whole,has typically seen a high response rate. In 2010 Minnesota had the <br /> second highest response rate in the nation, and Elk River saw a response rate of 85%. <br /> If the City Council desires to form a CCC the first step is to mail a commitment letter to the regional <br /> director in Chicago.
