Call MeetinG To Order <br /> <br />Pursuant to due call and notice thereof. the meeting of the Elk River Park and <br />Recreation Commission was called to order at 3:00 p.m. by Chair Huberty. <br /> <br />2. <br /> <br />Easement and License Exchange Between the City of Elk River and the Elk River <br />Country Club <br /> <br />. <br /> <br />Ms. McPherson reviewed the process to date regarding the exchange between <br />the City and the Elk River Country Club. <br /> <br />Commissioner Kuester stated that the Park and Recreation Commission is <br />interested in looking at the long term impacts of development. and the of need <br />for permanency in the easement/license exchange. <br /> <br />Mr. Larson stated that the Country Club has a problem with the word <br />"permanent" , in terms of the entire sixty-two acres. <br /> <br />The Park and Recreation Commission stated that their goals were to continue to <br />have the golf course as a neighbor and be allowed to continue to ski over the <br />golf course property. but. at the same time use Woodland Trails Park and <br />adjacent parks to their fullest potential. <br /> <br />The Elk River Country Club representatives insisted that development is not in their <br />future at this time, and that they want to continue to let the City use the property <br />as it has been for skiing. <br /> <br />Commissioner Dave Anderson stated that perhaps an option would be to <br />establish a permanent easement adjacent to the westerly right-of-way line of the <br />railroad right of way that would take effect if and when any portion of the license <br />agreement was terminated. <br /> <br />. <br /> <br />Ms. McPherson suggested that the easement option be utilized along the entire <br />easterly border of the golf course, if. in the unforeseeable circumstance that the <br />golf course is completely developed for another use other than a golf course. <br />
