<br />REGULAR SEMI-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br /> <br />O October 20, 1975 at 7:30 PM. <br /> <br />The Regular Semi-Monthly Meeting of the Elk River 'City Council was called to order by Mayor <br />'" Lundberg on October 20, 1975 at 7:30 PM. in the Council Chambers of the City Office Bldg. <br />Members present were as follows: Mayor Lundberg, Councilmembers Syring & otto. <br /> <br />The minutes of the October 6, 1975 meeting were reviewed the spelling of Jerry McChesney was <br />corrected and the representatives of the Fair Board should read Fran Toth and Larry Toth. <br /> <br />Moved by Councilmember Otto and seconded by Councilmember Syring to adopt an ordinance <br />extending the corporate limits of the City of Elk River to include certain unincorporated <br />unplotted land not exceeding 200 acres in the area the perimeter of which is more than 60 per <br />cent bordered by the City ,of Elk River. Motion unanimously carried by a vote of 3-0. A <br />copy of the ordinance no. 1$03A is attached. <br /> <br />A representative of Tri-Cap met with the Council regarding Senior Citizens Transportation <br />Porgram. They are requesting the Cities support in this program which would be $1.00 per <br />person over the age of 65 in our comrmmity, Elk River bing 320 or $320.00. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Otto approving the expenditure of <br />$320.00 out of Revenue Sharing toward the Senior Citizens Transportation Program. Motion <br />unanimously carried by a vote of 3-0. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Otto approving the 1976 tax leve <br />at $64,207.00 and Clerk instructed to certify the levy to the Sherburne County Auditor. <br />OMotion unanimously carried by a vote of 3-0. A copy of the resolution is attached. <br /> <br />\Moved by Councilmember Syring and seconded by Councilmember otto declaring that there will be <br />no levy set for the year 1976 for the Library Building Bond. Motion unanimously carried by <br />a vote of 3-0. <br /> <br />The Council reviewed the report submitted by Barr Engineering Co. regarding a preliminary <br />study on the repair and modification of the Elk River Dam. Approximate cost $12,800.00. <br />It was suggested that these matters be brought up at the next scheduled Utility Commission <br />Meeting. <br /> <br />Moved by Councilmember Otto and seconded by Oouncilmember Syring accepting the contract witp <br />Authorized Consultants, Inc. for computerized accounting systems for the cities General <br />Government and Liquor Stores at a cost of $175.00 per month for the Liquor Stores and $175.00 <br />per month for the General Government to comence January 1, 1976, and continuing for twelve <br />months, and authorize the Mayor & Clerk to execute the signing. Motion unanimously carried <br />by a vote of 3-0. A copy of the contracts are attached. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember otto approving the Maintenance <br />Agreement between the City and Sherburne County for snow maintenance of Main Street in the <br />amount of $1,500.00 for the year 1976. Motion unanimously carried by a vote of 3-0. A <br />copy of the resolution is attached. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Otto that the City retain Bob <br />Milne as our Financial Advisor for the selling of bonds for the cities 1975 street improve- <br />ments. Motion unanimously carried by a vote of 3-0. <br /> <br />O. Moved by Councilmember Syring and seconded by Councilmember otto authorizing the Clerk to <br />attend the HUD Work Shop in Brainerd October 24, 1975 and approve the expenses incurred. <br />Motion unanimously carried by a vote of 3-0. . <br /> <br />The following residents were in attendance for the informal me~ting on storm sewers for the <br />area west of Tipton, Brenteson, Schambers and Conners.
