<br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br /> <br />April 15, 1974 at 7:30 PM. <br /> <br />The Regular Semi-Monthly meeting of the Elk River City Council was called to order by <br />Mayor Lundberg on April 15, 1974 at 7:30 PM. in the Council Chambers of the City Office <br />Bldg. Members present were as follows: Mayor Lundberg, Councilmembers Cooper, Hudson, Syring, <br />and Burke. <br /> <br />The minutes of the April 1, 1974 meeting were reviewed one correction noted in the motion <br />pertaining to the call for bids on the sanitary sewer and water main construction should <br />read "call for bids" and strike the words "of the bids sale". No other corrections were <br />noted therefore the minutes then were approved as corrected. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember Syring approving the Resolution <br />Increasing the Cities Population base for Purpose of MSA SECTION 275.5 to 275.56 and <br />to forward on to the Office of Urban Affairs. A cop,y of the resolution is attached. Motion <br />unanimously carried by a vote of 5-0. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember Burke calling for a Special <br />Meeting for the purpose of opening and awarding the bid for the construction of the <br />Library Building April 18, 1974 at 2:00 PM in the City Hall in the City of Elk River, Minn. <br />reason for the change being due to the error in the ad that appeared in the Construction <br />Bulletin. Motion unanimously carried by a vote of 5-0. <br /> <br />Moved by Councilmember Cooper and seconded by Councilmember Syring authorizing the Mayor <br />to draft a letter to the Soil and Water Conservation Dept. stating that the City would be <br />willing to pay the fee of approximately $12.80 per section of land presently in the City <br />of Elk River. Motion unanimously carried by a vote of 5-0. <br /> <br />Council reviewed the petition received from Flora Martin request to vacate part of 6th <br />Street, this matter was referred to the Planning Commission for their recommendation. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Hudson to approve the Liquor <br />Store bills for payment as presented. Motion unanimously carried by a vote of 5-0. <br /> <br />The Council reviewed the Finance Committees report. <br />Councilmember <br />Moved by Councilmember Syring and seconded~Burke approving the Finance Committees <br />recommendation to increase Susan Madison hourly rate to $2.50 per hour to be effective <br />April 1, 1974. Motion unanimously carried by a vote of 5-0. <br /> <br />Elmer Mord, Bobby Straw and Leonard Kokott representing the VFW met with the Council request- <br />ing the aid of the City in their clean-up compaign for the City of Elk River May 11, 1974. <br /> <br />Mayor Lundberg made the following proclamation. " I hereby proclaim May 11, 1974 to be <br />Clea~p Day in Elk River, and further pledge city support to the VFW and other community <br />organizations in this worth while civic endeavor." <br /> <br />Building Inspector Rex Oetinger met with the Council regarding plot plan requirement on <br />building applications. The Council agreed that all applicants must comply with all <br />regulations pertaining to the building applications. <br />
