<br /> <br />1 <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HEm IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br /> <br />September 19, 1977 at 7:30 P.M. <br /> <br />Members present: Mayor Lundberg, Councilmember Otto, Toth, Konop and Syring. <br /> <br />The minutes of the September 6, 1977 meeting were reviewed as their were <br />no additions or corrections the minutes were approved as print~ <br /> <br />Jim Pe11icciotti representing Ridgewood Home Owners Ass"n requesting that <br />the city apply for one complete Bo~ce Ball set from the League of Minnesota <br />Cities. <br /> <br />Moved By Councilmember otto and seconded by Counci1member Konop that be it <br />resolved that the City of Elk River does hereby request distribution of one <br />(1) Bo~e Ball set to the City of Elk River through the League of Minnesota <br />Cities. Motion carried by a vote of 4-0 Counci1member Syring obstained. <br /> <br /> <br />Moved by Coun~i1member Syring and seconded by Councilmember Otto authorizing <br />the Elk River High School to have fireworks for their Homecoming celebrations <br />Oct. 7,1977 provided it is supervised by the Elk River Fire Department. <br />Motion unanimously carried by a vote of 5-0. <br /> <br />Mlrl. & Mrs. Bob Schmitt met with the Council regarding reimbursement for sewer <br />back-up in their basement causing damage to their carpets totaling $488.00. <br /> <br />The Council instructed them to submit their claim along with a statement <br />discribing what had happened and why they feel that the city is liable. <br /> <br />8:12 P.M. Mayor Lundberg declared the public hearing on the parking ordinance <br />opened. <br /> <br />Mr. Dare, Mr. Dwyer and Mr. Johnson and Store Manager were in attendance <br />for the hearing. <br /> <br />The following comments were made. <br /> <br />1. Change the 4 hour parking in the Municipal Parking Lot to 2 or 3 <br />hrs. because an average employee only works 8 hrs. and has an hour <br />lunch therefore would not be in violation of the parking ordinance. <br /> <br />2. Should ma~e use of the lot along the tracks first for employees <br />then use the Municipal lot second. <br /> <br /> <br />Moved by Mayor Lundberg and seconded by Councilmember otto adopting ordinance <br />No. 17.06b regulating the use of parking and city roads and other places <br />within the City of Elk River and imposing penalities for violation. <br />Motion unanimously carried by a vote of 5-0. A copy of the ordinance is <br />attached. <br /> <br />Mayor Lundberg called for a public hearing October 17, 1977 at 8:00 P.M. <br />to consider the following: (see notice). <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Konop approving <br />the maintenance agreement between the City and County for road maintenance <br />on Main Street for the amount of $1,500.00 (Oct. 1, 1977 to Oct. 1, 1978). <br />
