<br />t) <br /> <br />t) <br /> <br />t) <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HEID IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br />February 21, 1978 at 7:30 P.M. <br /> <br />Members present: Mayor Madsen, Councilmembers Otto and Engstrom. <br /> <br />The minutes of the February 6, 1978 meeting were reviewed, the following <br />corrections were made. The appointment of the Board of Adjustments should <br />consist of Fox, Fredricksen and Zabee, delete Thompson as this is a three <br />member board. The motion pretaining to the temporary records building should <br />read as follows: Moved by Councilmember Toth and seconded by Councilmember <br />Duitsman to grant the Sherburne County Sheriff Dept. a Conditional Use Permit <br />for a temporary building as layed out by the Board of Adjustments and should <br />not read Dungarvin Inc. as there were no other additions or corrections the <br />minutes were approved as printed. <br /> <br />Jeff Bartheld representing DECA met with the Council and submitted a proclama- <br />tion for Council approval dedicating February 26, to March 4, 1978 as Free <br />Enterprise Week in the City of ElkRi ver. <br /> <br />Moved by Councilmember otto and seconded by Councilmember Engstrom declaring <br />the following proclamation: <br />WHEREAS, Free Enterprise is the Basic Institution for American Business. <br />WHEREAS, this system of economics is the misunderstood and taken for <br />granted, I, Frank Madsen, Mayor of the GREAT CITY OF ELK RIVER, DO <br />HEREB!,state and declare to all men that the week of February 26 to <br />March 4, 1978 as Free Enterprise Week, in the CITY OF ELK RIVER to <br />this subject and make known this GREAT FREE ENTERPRISE system of <br />economies. <br />Motion unanimously carried by a vote of 3-0. <br /> <br />Ken Nelson met with the Council regarding CETA funds that are available for <br />cleaning of the dead wood on the cities SO acres located at the old dump <br />area. Project would be supervised by CETA personal with no type of matching <br />funds required of the city. Ken would keep incontact with CETA regarding <br />this project. <br /> <br />8:01 P.M. Larry Toth <br /> <br />Moved by Councilmember Engstrom and seconded by Councilmember Otto approving <br />the purchase of $20.00 for seedling trees at 2re each for the park areas. <br />Motion unanimously carried by a vote of 4-0. <br /> <br />Chief of Police Joe Zerwas met with the Council regarding the CETA program <br />for additional help for his department. After discussion with the City At- <br />torne,y Dave Sellergren the Council referred this matter over to the Health <br />and Safety Committee for further input. <br /> <br />Saturday 25th, 1978 at 4: 15 P.M. was the date set for the next Health and <br />Safety Committee meeting. <br /> <br />9:50 P.M.
