<br /> <br /> <br /> <br /> <br />REGULAR WEEKLY SCHEDULED MEETING OF THE ELK RIVER <br />CITY COUNCIL <br />HELD AT THE ELK RIVER PUBLIC LIBRARY <br />MONDAY, JULY 30, 1984 <br /> <br />Members Present: Mayor Hinkle, Councilmembers Schuldt, Gunkel, Duitsman and Engstrom <br /> <br />Members Absent: None <br /> <br />1. The meeting was called to order by Mayor Hinkle at 7:30 p.m. <br /> <br />The meeting convened at the Municipal Liquor Store for the purpose of touring <br />the store and reviewing progress made by the new liquor SDore manager. <br /> <br />2. The meeting reconvened at the Elk River Public Library at 8:30 p.m. by Mayor Hinkle. <br /> <br />3. 1985 Liquor Store Goals and Objectives <br /> <br />The City Councilmembers conducted a general discussion with Mr. Fritz Dolejs, the new <br />liquor store manager, regarding the goals and objectives proposed in 1985 for the <br />municipal liquor sotre. In the discussion, Mr. Dolejs expressed his concern over <br />the size of the inventory and informed the City Council of his efforts to date to <br />reduce the inventory and his plans for reducing it even lower in the near future. <br />Mr. Dolejs indicated a concern with security at the store, in particular, in the <br />handling of cash and the inadequacy of the cash registers and also informed the City <br />Council that he will be attempting to improve the gross profit of the store in the <br />months and years to come. The Council indicated a desire to be made aware of the <br />liquor store's pricing policy and asked Mr. Dolejs to formalize the policy and trans- <br />mit it through the City Administrator to the City Council for their information and <br />review. <br /> <br />4J~"- Highway 10/Main Street Improvement Project <br /> <br />.-----" <br /> <br />The City Administrator reviewed the proposed Highway 10/Main Street Improvement <br />project and the various work elements associated with the project. The Administrator <br />informed the City Council that the Mn/Dot Highway #10 project which includes work <br />on U.S. Truck Highway #10, including street, storm sewer, lighting and sidewalk is <br />proceeding. The Administrator also explained that because of the relationship of <br />certain City projects, that City work was going to be incorporated into the State <br />contract for Highway Ifl0. Specifically, Main Street improvements would be incorp-- <br />orated into the Highway #10 project, as well as signalization work at Jackson and <br />Proctor Avenues. The Main Street improvements involve street, storm sewer, curb <br />and gutter, sidewalk and watermain. The City Administrator also reviewed the costs <br />associated with the project as outlined in the memo submitted to the Council dated <br />July 2, 1984. <br /> <br />Mayor Hinkle declared the public hearing open and asked for any comments from in- <br />dividuals present regarding the project. <br /> <br />Mr. Joe Sipe of Sipe's Phillip's 66 and Mr. Mike Boelter of Boelter's Union76 were <br />both present and indicated that there were concerned with the amount of the assess- <br />ments and the impact it would have on their businesses. The Council informed Mr. <br />Sipe and Mr. Boelter that assessments were being proposed for street and storm sewer <br />and also assessments would be likely for watermain which might add an additional <br />$2,000-$2,500 on assessments already proposed and explained in the City Administrat-- <br />or's memo of July 2, 1984. Both Mr. Sipe and Mr. Boelter indicated that they felt it <br />appropriate to pay a fair share of the project, but that they were not in favor of pay- <br />ing anything beyond what was absolutely necessary. Mr. Boelter and Mr. Sipe and <br />the City Council discussed in general other potential methods for raising revenues <br />
