The meeting was called to order at 7:30 p.m. by Mayor Hinkle. <br /> <br />2. Agenda <br /> <br />Item 10d. - Flag Purchase, Item 10e. - Elk River Shopping Center Sign, Item 10f. - <br />Water tower bids, Item 109. - Temporary Liquor License for VFW, and Item 11d. - <br />Check Register, were items added to the June 24, 1985 City Council agenda. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE JUNE 24, 1985 CITY COUNCIL AGENDA AS <br />AMENDED. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION PASSED 3-0. <br /> <br />3. Staff Report on Equipment Purchase <br /> <br />Phil Ha1s, Street Superintendent, presented a proposal for the purchase of three <br />reversible snow plows at a cost of $100.00 each, and a snow blower unit at a cost <br />of $4,250.00. Mr. Ha1s indicated that the snow blower was a used 1968 diesel model <br />he had located in Wilmar, Minnesota. He further indicated that a new unit of this <br />type would cost from $24,000 to $40.000 depending upon the options purchased with <br />the unit. Mr. Ha1s indicated that he would plan to mount the snow blower on the <br />front end loader currently owned by the City. He further indicated that the on~y <br />blower the City has at this time is a small utility tractor. Mayor Hinkle ques- <br />tioned the possibility of selling the unit currently used. Phil Ha1s indicated <br />that he felt the City would be able to get between $500 and $1000 for it. Counci1- <br />member Schuldt asked what was used to blow sidewalks now. Mr. Ha1s indicated that <br />the new John Deere unit wit~ a two stage blower. <br /> <br />Counci1member Gunkel commented that even with the purchase of the additional equip- <br />ment, the Street Department purchases would still be under budget. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE PURCHASE OF THE THREE REVERSIBLE SNOW PLOWS <br />AT A COST OF $300.00 AND THE SNOW BLOWER AT A COST OF $4,250.00. COUNCILMEMBER <br />SCHULDT SECONDED THE MOTION. THE MOTION PASSED 3-0. <br /> <br />4. Lawcon Grant for Lion's Park <br /> <br />The City Administrator indicated that the contracts for the Federal Grant had been <br />received for a grant in the amount of $33,007 and that the signed contract should <br />be back in ten days to two weeks. The City Administrator iridicated that $77,000 <br />had been received from the State Grant, for a total of $110,000 in. grants thus far. <br /> <br />Counci1member Schuldt indicated that for the $77,000 State Grant, 60% of the work <br />must be done by the City with City equipment, materials, and also work done by <br />the Lions Club. He further indicated that it was his understanding that the <br />Federal Grant was a 50-50 match between the grant amount and City's work on the <br />project. <br />
